國境事務大隊第四任大隊長，任內分別於105年推動建置「偽變造護照辨識比對系統」（SPCS）、106年推動建立「入境航前旅客審查系統」（APP-IN）、109年推動導入「人別確認輔助系統」、安裝「自動防闖偵測系統」及建置「第三代自動查驗通關系統」（e-Gate）、110年籌備整建桃園機場第二航廈移民署入境辦公廳舍、111年推動建置「旅客訂位行程分析系統」（PNR），致力以數位科技強化國境安全管理，帶領團隊於107年獲得SKYTRAX「全球最佳證照查驗服務機場」第1名殊榮，109年初爆發新冠肺炎（COVID-19）疫情期間，更身先士卒帶領團隊堅守國境防疫任務，於112年7月17日陞任移民署副署長職務。
Biography
Gilbert Chen served as the fourth Chief Commander of the Border Affairs Corps. During his tenure, he led the implementation of several key systems, including the Suspicious Passport Comparison System (SPCS) in 2016; the Inbound Advance Passenger Processing System (APP-IN) in 2017; and, in 2020, the Assistive Identity Verification System, the Automated Intrusion Detection System, and the third-generation Automated Immigration Clearance System (e-Gate). In 2021, he oversaw the planning and renovation of the National Immigration Agency’s arrival inspection facilities at Terminal 2 of Taoyuan International Airport, and in 2022, he advanced the implementation of the Passenger Name Record (PNR) analysis system. Through these initiatives, he leveraged digital technologies to strengthen border security management.
Under his leadership, the Border Affairs Corps was ranked No. 1 globally for Best Airport Immigration Service by SKYTRAX in 2018. At the onset of the COVID-19 pandemic in 2020, he led from the front, guiding his team in carrying out critical border health protection duties. He was subsequently promoted to Deputy Director-General of the National Immigration Agency on July 17, 2023.
